Dax Raad 078d8a07cf core: support OTEL_RESOURCE_ATTRIBUTES environment variable for custom telemetry attributes Users can now pass custom OpenTelemetry resource attributes via the OTEL_RESOURCE_ATTRIBUTES environment variable (comma-separated key=value format).
